Plenary 3: Balance, color, unity and other perspectives: a journey into the changing landscape in evaluation, Ziad Moussa

Keynote address, Ziad Moussa (IOCE)

Using the principles of landscape design (unity, balance, proportions, colors and lines), the presentation will shed light on several challenges facing the evaluation profession, and introduce some of the ongoing initiatives to address them. More specifically, the presentation will tackle the following:





  • Evaluation as a constantly emerging social sciences discipline and the current efforts centered on introducing some kind of unity and standardization through the “professionalization” of evaluation



  • Evaluation field building and the balancing role of Voluntary Organizations for Professional Evaluation (VOPEs) within National Evaluation Systems



  • The contribution of evaluation to the “world we want”, and the potential role of evaluation (and evaluators and their associations) in addressing global developmental challenges, most notably the SDGs, and ensuring that “no one is left behind”(proportions



  • New actors giving fresh colors to the evaluation landscape (EvalYouth, EvalGender+, EvalIndigenous, parliamentarians, …) most notably under the EvalPartners initiative



  • Rapidly changing lines of the global evaluation landscape and the challenges in addressing the rapidly evolving context (decline of classical Overseas Development Assistance (ODA),  emergence of a new actors, the era of web 2.0 and metadata, …)
