Developing Monitoring and Evaluation Frameworks for systems, programs and projects is at the complex end of evaluation practice. It required the development of cascading and tiered program theories and logics, evaluation questions and indicators, as well as consistent and integrated data collection processes. There is considerable skill development involved in developing cascading Monitoring and Evaluation Frameworks that can effectively link a large program with its underpinning projects. This paper will provide an overview as to how to approach this complex task and it will provide some guidance for practitioners attempting the task. The presenter has considerable experience working to develop Cascading Monitoring and Evaluation Frameworks for two large multi-country and regional programs, one based in the UK and one based in Fiji. The Skills Building Session will present a structure and format for linking together frameworks at different levels and identify associated capacity building requirements. The approach to linking frameworks will be demonstrated and then participants will have the opportunity to discuss the approach presented and identify potential for its application to their practice.
